31.10.2012: TO KILL A RAT DON’T BURN YOUR HOUSE:
The repatriation of non-opted ITS are essential and unavoidable. FNTO is fully endorsing
this view and we have no two opinions on this issue. That is why we have joined
the series of agitations since last 20th onwards and after lodging our protest to
management / Government and further discussions with the authorities, we have decided
to defer the agitation for the time being. But other unions wanted to continue the
agitations, knowingly that the prolonged agitations will give wrong signal to the
all ready fed up subscribers and the reaming subscribers will also leave the BSNL.
The company is in loss of Rs 8500/- crores and we should not allow it to bleed further.
Don’t Destroy BSNL in the name of ITS:
In BSNL/MTNL more than 500 Dy. GMs posts are vacant. If the remaining ITS also relieved,
1800 POSTS OF SENIOUR POSITIONS will be VACANT. The question remain is how these
resultant vacancies will be filled- up? Can BSNL function without district heads?
If our sister unions can answer this question; we will definitely join the agitation.
One should not forget that the scheme envisaged in 2004 for the recruitment of the
Management trainees was scuttled by the executive unions and the ITS, both together
for their own hidden reasons.
If the hidden agenda is to fill-up these posts with the BSNL executives, then FNTO
will not agree to it, rather we will oppose it, unless non executives like qualified
TTAs and Sr. TOAs etc. are considered for filling up the resultant vacant executive
posts.

Tamilnadu Circle Conference at Pondicherry:
FNTO Tamilnadu Circle Conference was held at Pondicherry on 21st and 22nd April
2012. 2 days conference was graced by the presence and special address of Hon’ble
Chief Minister of Pondicherry Shri.N.Rangasamy, Honble Central Minister for Parliamentary
Affairs Sri.V.Narayanasamy and Shri. P.Rajavelu Pondicherry Minister for Labour
and Welfare. Sri. Mohammed Ashraf Khan CGM Tamilnadu, R.Marshal Antony Leo GM Pondicherry,
Sri.K.A.Shenbagaraman President Chamber of Commerce, Shri.V.P.Sivakolunthu Managing
Director Sapthagiri industries, Lakshmi Narayanan Reception Committee President,
Sri.N.Soundara rajan MD Nalla industries were also participated and delivered greetings.

they will attend C.W.C. and also open session of District.
15.04.2012: HYDRABAD CWC ELECTS K.JAYAPRAKASH AS NEW GS: In the CWC meeting held
at Hyderabad on 12th and 13th resignation of Shri K. Vallinayagam(on health grounds)
was accepted and Shri K. JayaPrakash AGS elevated as GS . In the resultant AGS vacancy,
Shri. B. D. Sharma is posted. Shri Rabin Rajak (Kolkata Telephones) is appointed
as Publication Secretary. On 13th morning session K. Vallinayagam outgoing GS made
over charges to the new GS Shri K. JayaPrakash and greeted him on his new assignment.
CWC took some important decisions on organization; staff issues etc and a separate

10.04.2012: Shri Arvindkumar P. Pandya retired T.T.A. Vadodara Telecom District,
Vadodara expired on 9th April, 2012. He was born on 27.10.1950 and retired on 31.10.2010.
He worked as Circle Secretary, FNTO, District Secretary and was now holding post
of District President, B.D.P.A. Vadodara Telecom District. We convey our heartfelt
condolences to bereaved family members.
05.03.2012: Senior Trade Union Leader Shri K.X. Lawrence passed away on 5th April,
2012 at Pondicherry. It is under his leadership more than 1000 members joined FNPTO
in Tamilnadu during 1973. FNTO GUJARAT salutes the departed veteran Trade Union
Leader.
29.03.2012: S/Shri V.N. Rathod Circle Secy & D.D. Mistry, ACS FNTO met Shri S. Bhargava,
CGM Gujarat on 28.03.2012 and invited him to joint session of Jamnagar Telecom District
Conference and Circle Working Committee Meeting of Gujarat Circle to be held at
Jamnagar on 17th April, 2012. He accepted the invitation.
29.03.2012: Shri D.D. Mistry, GS BDPA met Shri S. Bhargava, CGM Gujarat on 28.03.2012
and discussed cases of Quarterly Medical Allowance of Mehsana District, where recoveries
have been ordered by CCA Gujarat as BSNL Pensioners were paid Fixed Monthly Medical
Allowance by CCA whereas they were eligible for Quarterly Medical Allowance by the
BSNL. It was requested to regularize the payment by drawing the quarterly medical
allowance by BSNL treating their option as without voucher and effect the payment.
The case is forwarded by the GMTD Mehsana District to CGM, for further instruction.
The CGM assured to look into and asked the BDPA to have fresh representation for
examination of the case. GS BDPA also invited attention of the CGM that due to lack
of Pension Rules, in many SSAs Pension Cases submission is delayed. He stress on
need to impart training on Pension Rules for the Sr. TOAs working in Pension Section
for one week through CTTC. CGM said, there was a proposal on the subject. He will
look into it. Shri V.N. Rathod, District Secretary, BDPA Kheda District was also
present.
29.03.2012: Kum/ Vanlata Y. Virkar, Retired on 30.09.2000 as JTO expired on 28.03.2012
at Ahmedabad. She was in COMA since last few days. We convey our heartfelt condolences
to bereaved family.
23.03.2012: Memorandum of Understanding signed between BSNL & DOT to strengthen
BSNL:
Government shall endeavor to assist BSNL in the following matters:
i. Re-imbursement of deficit on account of commercially non-viable services.
ii. Refund of upfront BWA spectrum License fee.
iii. Issue of a soft loan which has been requested by BSNL for an actual loan of
Rs. 15000 crores for 10 years with a moratorium of 5 years.
iv. Center/State governments and PSUs should give priority to BSNL for their telecom
service requirement.
v. Pension Contribution is collected on the maximum of the scale in IDA instead
of on actual pay drawn which is contrary to the procedure followed in respect of
CDA scales.
vi. Funding Support for VRS.
The total Number of Employees as on 31.12.2011 is 2.71 lakhs. The Voluntary retirement
is planned for 15% of the Employees which comes to 40,650. The redeployment is planned
for 2% of the Employees which comes to 5420. The Attrition is expected for 0.5%
of Employees which comes to 1355.

22.03.2012: V.R.S. in BSNL – Information emerging from our various reliable sources
indicates that the much published V.R.S. Scheme is far away. There is no probability
that Govt. may spare require amount and even if it takes place that will take minimum
two years as the procedure is complex involving multi govt. agencies. Second thinking
is emerging which reads BSNL HQ may prefer reducing retirement age from 60 years
to 58 years for which the procedure will be somewhat simple and may serve the purpose
to some extent as targeted officials would have been retired by that date. This
option even if exercised by the authorities it may take not less than 18 months
period. This means this would also be possible after April, 2013 or even later date.

12.03.2012: GS visits N.E 1 Circle:
K.Vallinayagam, General Secretary FNTO attended NE1 circle conference held at Agartala
(Tripura) on 10th and 11th March 2012.
In the open session held on 10th S/Shri. S.Bhowmik , Congress MLA , Debkumar Chakravarthy
G.M Telecom District, G.Dovery C.S and General Secretary delivered lectures on improving
BSNL services and also to make the company viable to face the competition. The open
session was presided over by N.C.Sarkar,Senior Leader.
In the subject committee held on 11th G.S spoke on VRS, causal mazdoor issue, wage
agreement, promotion policy and other staff issues. In the concluding session Ranjan
Kumar Saha and B.S.Kharbuli were elected as President and C.S respectively. G.Dovery
former CS is now working president. STS. Jhasinga and Sri. P.C.Aaine are elected
as vice presidents. Sri. P.C.Aaine, D.S Agartala and his team had organized the
2 day conference in an exemplary manner.

06.03.2012: DoT has issued order, granting approval for the NE-12 pay scale and

05.03.2012: Issue of order on NE 12 pay scale is likely to be delayed : Issuing
of order by Corporate Office, on NE 12 pay scale, is likely to be delayed. The DoT,
while giving approval, has stated that the pay scale can be introduced after making
necessary modification in the Promotion Policy. Since the Promotion Policy (NEPP)
has been implemented with the approval of the Board of Directors, any modification
to the Promotion Policy, should also be approved by the Board of Directors. Hence,

03.03.32012: SUCCESSFUL GENERAL STRIKE OF 28TH FEBURARY 12.
The 28th February national strike called by 11 Central trade union organizations
like INTUC, AITUC, BMS, CITU, HMS, AIUTUC, TUCI and NLO, and supported by about
5000 other smaller trade unions was a success. It was successful in not only bringing
together the much divided trade union movement but was also able to covey its seriousness
on the issues facing the Indian working class . It was also able to project its
collective strength and influence of the Indian labor movement over the workers.
The ‘10 point Charter of Demand’ that included rising unemployment, labour rights
violations, mass contractualization, price rise particularly of essential commodities,
on a social security, Privatization etc.
According to the reports received. Over a million of workers are said to have joined
the strike. The employees of banking and insurance sector, Telecom, Postal the road
transport employees port and dock sector Other sectors including power, retails,
garment, automobile, hospitality, cement, etc. were also hit by the strike . The
railways had opted out from the strike. The strike was most effective in states
of Assam, Bihar, Haryana, Kerala, Karnataka, Maharashtra, Odessa, Rajasthan, Tamil
Nadu, Tripura and West Bengal. The West Bengal government’s repressive orders failed
to deter the trade unions in the joining the strike.
The CTUOs have warned the government that incase their demands are not addressed
there will be another such strike.

NE-12 Pay Scale file approved by DoT
NEW PENSION SCHEME IN BRIEF Information given by the Minister of State for Finance,
Shri Namo Narain Meena in written reply to a question in the Rajya Sabha on New
Pension Scheme on December 13, 2011
New Pension Scheme (NPS) is a defined contribution scheme, its payout depends upon
the amount of contribution and the growth on the investment over a period of time
for an individual while defined benefit schemes payout is defined and is based on
salary and number of years in service etc. at the time of retirement of an individual.
At the time of normal retirement after attaining 60 years, the subscriber can withdraw
60% of the accumulated wealth and will be required, to invest remaining 40% of the
accumulated wealth to buy a life annuity from insurance company approved by Insurance
Regulatory and Development Authority (IRDA). The mandatory provision of annuitisation
will be invested to buy life annuities as per various options available to him.
The amount of annuity varies depending upon the option selected by him. Registration
of ASPs (Annuity Service Providers) is under process and as soon as they get registered,
other details will be made available. In old pension scheme government pays pension
after retirement as its liability while in NPS government co-contributes to employee
during his service period to build up. a corpus on which annuities will be paid.

Non-Executive Unions/Associations of BSNL decide to successfully conduct February
28th strike.
A meeting of the Non-Executive Unions and Associations took place at Delhi today
the 03.02.2012. The meeting took the following unanimous decisions to successfully
conduct the February 28th strike. .
(i) The Non-Executive Unions and Associations of BSNL decide to successfully organize
the General Strike on 28.02.2012. It is also decided to approach the Unions and
Associations which have not attended today’s meeting for making the strike successful.

(ii) To appeal the workers to join the strike a joint circular is to be issued in
the name of “Non-Executive Unions/Association of BSNL”. .
(iii) The following additional demands are to be included in the strike notice apart
from the demands formulated by the Central Trade Unions. .
(a) Govt. should provide financial support to BSNL to make it viable. .
(b) No disinvestment/privatization in BSNL. .
(c) No retrenchment. .
(iv) With a view to make the strike successful joint meetings are to be organized
at Chennai, Hyderabad, Patna and Pune. .

02.02.2012: The CDA rate with effect from 1.1.12 is estimated to be 65%, which an
increase of 7% from the existing DA rate of 58%.The official announcement by the
Government for eligible DA rate for central government employees with effect from
1.1.2012 can be expected in the month of March-2012.

Delhi on 24.1.2012 under the Chairmanship of Sri. Harsh Vardhan Singh, Additional

Grant of FR 22(1)(a)(i) for OPTB/BCR Officials of Pre-Restructured Cadres;
The management negated the demand. After detailed discussion and presentation, the
Official side agreed to re-open and re-visit the demand and also to workout expenditure
there upon and come up with their decision.
Removal of Pay Anomaly of various cadres;
Official side informed that the recommendation of the Anomaly Committee Report has
not been agreed to by CAT Ernakulum and the CAT has held its decision in favour
of extending benefits under FR 22. Management has decided to file SLP on the case.

Sub: Recognition to NUBSLW (FNTO) .
It is learnt that recently BSNLEU, the recognized union has written to management
agreeing for recognition for more than one union and also extension of T.U facilities.
It has also come to our knowledge that this subject is under active consideration
of the management.
CMD is aware that NUBSNLW (FNTO) had already taken up the matter with management
and also with Govt to grant recognition to our union as we have secured 7.5% votes
(and also having more than 20000 members as per check off system). In this connection
we would like to invite the kind attention of CMD regarding the case pending at
Hon’ble High Court of Kerala (Ernakulum) and its interim order which states that
the provisional recognition granted to BSNLEU is subject to the final outcome of
the verdict in this case.
As per NUSBNLW (FNTO) plea in that case for recognition, it is requested that recognition
may please be extended to our union also. Hope that CMD will favorably. consider
our request.

23.12.2011: One More Option for BSNL Non-Executive for promotion - BSNL HQ Vide
No: 1-37/2011-PAT(BSNL) Dated 22.12.2011 issued order saying “ it has been decided
that Non-executievs, who has been placed in a higher pay scale on account of prootion
between 1.1.2007 and 7.5.2010, may be given anoher opton as a speial case as one
time measure, not to be quoted in future to switch over to the revised pay scales
from the dae of 1st promotion immediately after 1.1.2007 and upto 7.5.2010. the
opton can be exercised by the Non-executives within a period one month from the
date of issue of this order.

15th December 2011 – STRIKE:
NUBSNLW (FNTO) is not participating.
Some facts for the consideration of workers.
1. Govt has not approved VRS proposal nor allotted funds. So strike at this stage
is not necessary.
2. BSNL management has assured that ITS absorption will be over by 31st March 2012.

3. BSNL is incurring loss since 2 years. .
4. Employees not getting Bonus (PLI). Merger of 78.2% IDA not merged for fixation
benefit. .
5. (Recognized union (BSNLEU) has accepted this position and signed bilateral agreement
with management).
Agitation may be justified only if management thrust unsatisfactory VRS package
on employees.

CHENNAI CENTRAL WORKING COMMITTEE:
Central Working Committee meeting held at Chennai on 1,2 Dec 2011 and successfully
concluded. Seminar on BSNL services and customer orientation held on 2/12/22. Sri.
A. Subramanian CGM Chennai Md. Asraf Khan CGM TN addressed and explained various
measures taken by BSNL to tone up the services and about the new services. Thomas
John K President moderated the seminar.
Vacancies in office bearers were filled up and it was decided FNTO can join the
Joint agitation only if some of the staff demands (suggested by us) are duly included
by postponing the date of strike. As the JAC is not ready to postpone FNTO is not
joining the strike.

19.10.2011: JAC Strike On VRS – WHETHER IT IS NECESSARY?
Convener JAC approached us with an appeal to join JAC sponsored strike on 15.11.2011
against VRS and other demands. while thanking the convener for the invitation we
have clearly expressed our view on VRS and joint agitation, i.e. FNTO will not stand
between VRS and willing employees provided the package is good and purely optional.
It is premature to fix a date for strike when the govt is yet to approve any VRS
package.
Further we do not favour stoppage of work especially when the BSNL financial position
is slipping from worst to worst. But strike may become inevitable if a poor package
is thruster upon workers compulsorily.
However, NUBSNLW FNTO will announce a separate programme of action ( without stoppage
of work ) on general demands placed by INTUC and specific demands of BSNL workers
like 78.2% IDA merger, improvement in NEPP and wage revision, grant of Ex-Garcia
in lieu of bonus etc.
Prepare for a peaceful agitation on8th November 2011. Circular is being issued.

GS BDPA Writes : After virtually unceremoniously closing telegraph services through
out country, what is to be asked for? Telegrams are not booked in 80% of BSNL service
providing centers and no device for scanty booked telegrams is available and telegrams
so booked are dispatched by post, giving business to Postal Department. What prompts
the BSNL to officially recommend closure of Telegraph Service is hundred dollar
mark question. Majority of telegraph service staff is already retired and rest are
being successfully deployed in BSNL services. Then why should they to say “loss
making telegraph services.” It was time to demand the same long back and maintain
services, but not it is too late to even look back.

07-06-2011: Meeting with Shri S. Bhargav, CGM Gujarat – Shri Thomas John K, All
India President met Shri S. Bhargav, CGM Gujarat on 06.06.2011 at 11.30 hours and
discussed the issue of irregular transfer by GMTD Kheda and issue of non forwarding
of Rule 38 Applications by GMTD Valsad. He also discussed issue of Pension Revision
and non compliance by SSA Heads. S/Shri D.D. Mistry GS BDPA & AGS FNTO and M.K.
Raval CS Gujarat was also present. The CGM assured to do needful for expeditious

07.06.2011 : Shri Bharatsinh Solanki, Minister Of State (Railway), attended and
addressed a Farwell Function of Shri V.N. Rathod (who retired on 31st May, 2011
on superannuation) at Patidar Samaj Community Hall at Anand on 06.06.2011 at 17.30
hours. He said that Union Leaders should be good negotiators who can extract maximum
benefit from the Management from the Government without damaging the interest of
workers. Shri D.D. Mistry, GS BDPA recollected services rendered by Shri V.N. Rathod
in Trade Union and expanding FNTO Base in Anand. S/Shri Thomas John K, All India

30.04.2011: Thomas John K, All India President, FNTO & Patron, BDPA is retiring
to-day, on superannuation. BDPA conveys fraternal greetings to Br. Thomas and wishes
him a very happy retired life and wish that he will continue to contribute for the
welfare of the workers and pensioners as well. He was Circle Secretary, NUTEE Class
III, GS NUTE & All India President. FNTO. His contribution in the Gujarat Telecom
Map will always relish green memories of workers of Gujarat. His speeches in Membership
Verification in Gujarat Circle are still robbing hearts of the Telecom Workers irrespective
of their membership elsewhere. Starting his career as TTA in C.T.O. Jamnagar, he
is retiring from his home circle Kerala which is unique incident which rarely happens.
In the Union, he started his journey as Branch Secretary and traveled long path
to reach the highest glorious place in Telecom. His relationship with members and
officers of the company were always cordial and success oriented. During his stay
in Gujarat he had started publication of regional news paper and as GS NUTEE he
also published NUTEE Bulletins regularly despite many odds. In 2002 earthquake in
Gujarat, he traveled all quake prone areas and surveyed himself and ensured help
from UNI which is in the golden memories of affected workers.
To-day, when he is retiring from the Company, we wish him hearty good bye and pray
for his all-round prosperity and hope that he will continue to serve the interest
of BSNL Workers and Pensioners without any break.

of CAT Principal Bench on promotions from BCR Grade III to Grade IV(10%) comparing
juniors and allowing appeal of BSNL HQ. Appeals allowed and impugned orders dated
22.05.2003 of High Court and common order dated 11.08.2000 of CAT in O.A. No: 2484

20.04.2011: Meeting with Director HRD on restructuring of BSNL and connected matters:
M.R.Vasist Patron, K.Vallinayagam G.S, D.Chandrashekar O.G.S represented FNTO. Management
was represented by Director HRD (Chairman), Sr. G.M Restructuring, Sr. G.M Establishment,
Sr. G.M Personnel and Sr. G.M Staff Relations. Salient features of FNTO presentation:
1. Each SSA has to be tuned to face competition. 2. All complaints on CDR billing
system have to be attended on war footing. 3. Decentralization of power to SSA /
Circle on business matters should be given top priority. 4. VRS - Management proposal
for VRS is purely optional but without package. This is for those over 55 years
of age only with some increments. 5. Reduction of retirement age - No such proposal
from management side. FNTO also expressed its views against reduction in retirement
age to 58. 6. Our union has given many suggestions for curbing unnecessary expenditure
and for promoting the business, incentive to the staff etc. 7. Management proposes
local transfers of staff irrespective of cadres to new business area (not to outstations).

Its backward journey to Member(S) may take another 2 days. Further release of orders
and Hindi translation etc. may take another week or so. After all the orders may
be issued just before 28.02.2011 which is the target date for DOT to issue the orders

Secretary NUBSNLW (FNTO) informs as follows
The list of Coordinators announced on the web site by the FNTO BSNL EA of Bangalore
Telecom District, Bangalore is bogus, baseless and one- sided and against democratic
norms. This is propagated to confuse the members in a desperate way. The names of
members in the list are actively campaigning for NUBSNLW (FNTO) in Bangalore and
solidly supporting us. Any untoward incidence in this ugly and malicious game of
tarnishing the image of NUBSNLW (FNTO) and individual will solely be at their risk.
The legal action will be initiated against that union for stooping to such a low
level.

28.01.2011: The minutes of Cabinet Meeting dated 20.1.2011 on the Note submitted
by the DoT for consideration of pension revision has been received by the DoT. The
necessary formalities for issuing the orders are nearing to completion. The Pension
Revision formula is similar to the formula adopted by the BSNL for its employees
w.e.f. 01.01.2007. So now there is no confusion with regards to the mode of Pension
Revision for pre.01.01.2007 and post.01.01.2007 BSNL Pensioners. The Orders on the
subject with calculation table and detailed instructions to all CCAs are underway

15.01.2011: Membership Verification Meeting: The CGM Gujarat Circle convened a meeting
of all applicant unions and discussed do’s and don’t for membership verification.
Shri M.K. Raval, CS FNTO pointed out the notwithstanding raising timely written
objection by the D.S. Vadodara objecting shifting of Savli Polling Booth. The issue
was disused exhaustively. The Circle Secretaries of the other Unions also subscribed
to Mr. Raval’s view. The GM (A) clarified that he had talked to PGM Vadodara and
said that it appears that due o some objection by other unions, the decision was
taken. He further said that since required seals and other materials already supplied,
it is at this stage not possible to make any change in the decision. However, the
CGM will once again talk to PGM for the said decision. On cancellation of Ballot
Paper uniform procedure, it was explained that this should be given in writing so
that specific view can be taken before election in consultation with Labour Commissioner
Office.
Shri A.V. Falia, Circle President in a message said that the Union – BSNLEU – which
can not save its Circle President and forced to resign, how can be expected to save
future of BSNL Workers. Now only DEEPAK can save the workers.

of Kerala verdict for settlement of anomaly by step up method as per FR & SR instead
of anomaly agreement signed for personal allowance by Management & BSNLEU.
One more example of anti workers agreement, we demand BSNLEU to apologize to BSNL
Employees for collaborating with the Management to cause financial loss to the BSNL
